Make-safe attendance
A make-safe is a controlled first visit: loose tiles and sheets that could fall are removed or secured, openings are covered, and immediate electrical or structural dangers are flagged for the right trade. It is deliberately temporary, its job is to hold the line while the real repair gets scoped.

Timing
When it's needed
Any opening that lets rain reach the ceiling justifies a make-safe, as does visible movement in the covering after high wind. Insurers commonly expect owners to take reasonable steps to prevent further loss, and a documented make-safe is exactly that step.
